The following quests will unlock Jorvik City. They are a set of many short, unrelated stories, and can be done in any order once all of the areas of Jorvik City are unlocked.
To begin these quests, visit the Janitor at the Jorvik City Mall.
A Flowery Janitor
Oh, so you noticed the flower?
Humph! It’s actually a reward for all my hard work here at the mall. How else do you think the floor gets so shiny?

Young lady, I’m terribly sorry that I’ve caused so much trouble for the little birds. Can you help them once again?
What you have to do is scare them away before the Jorvik vermin control department get here.
Pigeons are easily frightened, but it doesn’t last so long, and if they see that their pigeon pals are still here, they will come back again.
Young lady, you’ll have to scare the pigeons away quickly so they don’t come back.
It’s just a matter of running around and waving your arms a little so they fly away, but make sure that all the pigeons have flown away before any others can land again.

I belong to the super secret police force of Jorvik City. I’m so secret that neither the regular police nor the Jorvik Council know about me. The fact is that you are the first person I’ve told about this!
Now that you’re involved, I don’t think we have any choice but to make you a secret agent as well.
No, there won’t be an initiation ceremony, it’s too risky! You won’t get any medals either. I only award invisible medals, just to be on the safe side. Now that you are going to be a secret agent, you must learn a couple of rules.
The first thing that you need to understand is that you are part of the self-appointed super secret police and you must constantly be on guard against anything!
Everywhere there are spies, enemy ninjas, and sinister conspiracies to take over the world. Of course, I manage fine as I’ve seen so many spy movies, but you still have a lot to learn.
Moreover, it’s risky for us to be seen together.
Someone could see us, and if they figure out that we’re secret agents, then we’re in trouble! That’s why we can only meet at night, here in the shadiest port area where hardly anyone comes, and we can only talk briefly every night.

Sneaking Around Like a Spy
Before you can become a proper agent, you have to go through a training period.
I’ve put a number of markers around the harbor to make a training course that you can follow.
This will be hard, really hard, I’ve made sure of it, but if you succeed you’ll be assigned real missions.
I have my own training course at home that I run through every morning, but I’m sure it’s too hard for you.
In due course, you’ll be able to learn to bungee jump from helicopters, hack secret satellites, and fight ninjas.
Follow all the markers you can find throughout the harbor and make sure none of the dock workers see you!
Objectives: Sneak through Double-O’s course without being discovered by any dock workers.

The course runs a circle of the pier. Watch out for the dock workers, don’t get spotted by avoiding their path. If you are caught you will have to start over. When you make it around safely, speak to Double-O.

You must secretly buy a ticket to Governor’s Fall and without her noticing it, you must follow and photograph her.
You’ll see that there is something fishy going on, I’ll bet my magnetic watch on it!
Follow the suspect and photograph her when she stops at some points, all without you being discovered.
I will come to Governor’s Fall with you and keep a lookout at the tram station to make sure no one else starts following us while you are following her!

It’s obvious that we’re dealing with a highly skilled enemy spy who manages to cover all her tracks.

It would be safest for Jorvik if that was the case, but a little bird told me that things appear to be different.
Who are my little birds? They are Polly and Palle, my budgies.
If you think she’s innocent, we have to know for sure that she isn’t bluffing, just waiting to steal Leonardo’s ice cream recipes and sell them to a foreign power for lots of money so they can create a rival ice cream company that could threaten all of Jorvik!

Well, I was stupid and threw away the key to the store.

I was going to open the shop a few hours ago, but when I got to the shop, there was a bunch of magpies at the front door. I first tried screaming at them to scare them away, but they just stood and squawked at me. It was like they knew I was scared!
Without thinking, I threw the key at them. It made them fly away, but unfortunately the key got stuck on one of the bird’s legs…
